Looking for advice re: aging parent living in Moscow

My mother (Russian, 63) recently retired from the US and moved back to Moscow, but has been beginning to show signs of cognitive decline

I’m looking to get a care worker or nurse or someone that can check in on her here and there, help out with some basics, especially around iPhone use

Can anyone point me in the right direction how to find someone?
