Help, whom do we reach out to incase of suicidal fear, Nagaland police? Organisation?

My best friend’s ex have not been leaving her alone after the breakup 2-3 days back and I fear he may come after her or he may harm himself, the situation isn’t looking good, and I don’t know how to protect her or how do I prevent him from harming himself, I can’t just reach out to the Nagaland police can I? Or is there anything I can do to prevent a bad outcome. They had been dating for long, but the whole time my bestie was verbally abused, even if she was walking by a street if he hears a man’s voice on the road he would yell at her questioning who that is, Few days back, she told me , her ex gave her 3 conditions of dating him and if she breaks it he will kill her. Before whenever she asked to end things he would threaten with suicide. Last night he send her a video apologising with a bleeding nose and now my best friend is so scared. Today 2 of his cousins called her, pressuring her to talk to him till December, my friend told them all the harassment she faced, the way he threatened her, but they still kept telling her to give him a chance because he’s all “alone” in Shillong.

My friend cannot involve her parents, and she can’t even do anything because it will provoke her ex. Is there any organisation that can help incase Of such mental harassment, mental problem. I’m just so scared, I’m scared he may harm her or he may kill himself
