Avene cicalfate restorative cream or the hand cream?

I use the avene cicalfate+ restorative cream for my hands and other dry parts of my skin and have been wondering if the handcream is better? i think it's more quantity for the same price but I wanted to know which one is more effective.

Also can i use the cicalfate+ cream on my lips? (not the lip balm it didn't work i miss the discontinued one)
