Dream on Quest is confusing

I wanna get the encrypted shard from the Black-Team SSI members driving the van.

I've followed the van to their extraction point like 5 times now thinking it might be bugged, tried running after and just whacking them; They're unkillable.

Avoided detection and went right for the guards running to the shuttle; they dont run to the shuttle until I've agro'd the maelstromers, and when I agro them, they're are still unkillable.

Then I tried killing the maelstromers, waiting for the two reinforcement cars to come to make sure I got em all while simultaniously scaring the guards off the shuttle using granades, killing the new Borgs; still friendly but no longer interested in the shuttle.

No matter what I do the SSI-gonks are always unkillable and "friendly" and want that shard so damn bad man

Please explain in what way I'm stupid or if my games bugged
