Can’t approach to sign players on pre-contract in January?

I've started my one and only career mode with Sheffield Wednesday and I'm really enjoying it.

I've scoutes players whose contracts are due to expire. I've waited until January, then you go to them players to see if you can approach to sign them. And you don’t get given the option to do this!

Does anyone else have this issue as well?
