Paywalled TS4CC

I've noticed there's still a looot of creators with stuff perma-paywalled, such as Hydra. Wasn't there a rule put out on that before, or are they just not cracking down on it anymore? It kind of sucks, because I find some really cute things I'd like to add to my game, just to find out I have to pay a kind of pricey amount just to access them when the game itself is already very expensive...

On another note... do any of those paywalled cc download websites still exist? :')
