Make certain challenge modifiers have upsides too?

I’m curious what other people think about this. There are clear modifiers that are just awful to take imo and I think most players avoid at all cost. For me, I never take the -maxhp (permanent) one if possible, but if there was a trade-off like “-50%max hp to allies and -25%max hp to enemies” then I’d consider taking it more. But there are other ones I avoid like the plague as well and clear disparity between those and ones like “lose 3% maxhp per round” which is like effectively 50dmg and inconsequential when the enemies already do 500+dmg per attack lol. I feel like this is the best direction to balance them in because in their current state the debuff is either too severe it’s a never take or too harmless it’s an always take. If they have an upside to work with then it can stay at the same level of lethality while being more open to take for a variety of comps.
