New Build (Budget: $4,000/USA)

Build - Help

Hello everyone.

I am looking for a high performance build ideally under $4,000. I already have a monitor (Dell 4K S2721Q primarily photo editing purposes) and my main uses for the PC are as follows:

- Photo editing on Adobe Photoshop/DxO Photolab (think large TIF/PSD files)
- Occasionally games/sims like DCS (Digital Combat Simulator) and Microsoft Flight Simulator.

- Video/Photo Upscaling (Topaz Video AI, etc)

One frustrating problem I have on my current 2021 build (See that build here: https://pcpartpicker.com/user/KPDX/saved/9vWgBm ) is that my photo thumbnails load at a snail's pace for these bigger photo files which make picking photos a very tedious time-consuming process.

I'm okay with going "overboard" in terms of specs on this new build in order to handle almost anything thrown at me. I have trouble keeping up with all of the new products coming out in the PC world, and then picking the parts that will be most suitable for my usage.

Your help would be most appreciated!
