mid-budget vacuum recommendation?

Greetings fellow 'suckers'. I've asked for help to look for a vacuum cleaner before, but unfortunate event have occurred to my vehicle and needing a repair, which now shifts my budget a little bit. However, I still need vacuum replacement as my current Bissel upright is on the verge of death. I was originally going for Sebo, but I'm not sure if I could afford them anymore.

Current living condition: townhouse, 1st floor hard floor, 2nd floor carpet. Have 3 cats and girlfriend that sheds crazy. Strongly prefer bagged vacuum. Current max budget $400.
