My sister (a minor) got scammed and paid using paypal account, is there any way we can recover it?

Hi, title basically sums up our problem. A scammer made my sister pay for a gift card or voucher that is non-refundable in eneba. She paid $60 (≈Php3,500). We tried reaching to eneba and already submitted a ticket. We are wondering if there is any way paypal can help us with this?
