does the shelter just not care about their clients?

people have contacted the shelter telling them about tophia’s antics and the potential danger their clients could be in. we literally know some of these people’s names because tophia has to be on live 24/7. but yet the shelter is letting her stick around for what? it’s so irresponsible and unfair for the other people who just want peace and safety.
