Why do some countries use bidets and some don’t?

I’ve always used a bidet, followed by toilet paper. And most of the time I take a dookie right before a shower for easier cleanliness. I’ve also noticed a majority of people in public washrooms who don’t use bidets don’t even wash their hands (but that’s not a part of the question 🤢)
