[TOMT] What movie is this? Scene with a Russian blonde café owner, an armed man, and a corrupt policeman

I'm trying to identify a movie. I remember a scene: a blonde Russian woman who owns a small restaurant or café. A man enters — he was either demanding a debt or trying to steal money (I don't remember exactly) - and he was armed, so she called the police. The police took him out of the restaurant. Later the Russian woman thanks the officer, and the officer rudely says he wants to come to her place that night to sleep with her — she doesn't refuse because she's afraid of him; he's the local cop and they know each other, but he's corrupt. That's all I remember from the film; the scene I described is just a small part of it, not the main plot. Does anyone recognize this movie?
