Grandar Gambling Token

Hi everyone,

I'm trying to unlock the gambling coupon for Grandar to obtain the 30% discount.

Goldmine says there are a bunch of subquests in Saika village to do, but they aren't appearing for me.

According to goldmine, I got the pre-requisites, like the radmoon survey, but the subquests are not unlocking.

Does anyone have any ideas off the top of their head? I found a map of memories and treasurechests, but not hover crates, and i can't visually see any
