Confused about Invisigal alligence

So I get that she joined the red ring for augments, then quit and joined SDN, and then gets suspended, and in ep 8 she comes back after talking to the red ring, but still supporting robert, and then shroud says she was an agent all along, which idk if I believe, but I assume she was on red rings side at that time (or at least made a promise) because they gave her the mask back. Tbh there are many things weird about the ending, shroud knew the pulse was with Invisigal, but when they talked to her she didn't give it to them, and they didn't force it out of her, unless she was on the run, which was why the red ring showed up at the SDN.
