Arc Raiders scratches the Factions *II* itch, not Factions 1.

Clan

Based on gameplay mechanics, Factions 1 is very similar to Arc Raiders, but when it comes to gameplay loop, they are very different. Arc is an extraction shooter with social capabilities and Factions is a team deathmatch shooter.

But, let’s use what we know now, we know that Factions II was going to be implementing everything good from Factions I, improving on it, and adding more. One of these we know to be a battle-Royale, or it could have even been an extraction shooter, it would make more sense to the world honestly. Regardless, we know this new, large game mode would have had AI-enemies, the infected, along with other enemy players that you had to be on the look out for, as we can see from the spore-storm thing in the concept art.

This was what Factions II could have been. Not what Factions I is. Arc Raiders is completely different (in gameplay loop) from Factions I. But, having put in hella hours into both Factions and Arc Raiders already, I can firmly say Arc Raiders definitely gives me the vibe that Factions II could have had, Those tense, slow, suspenseful moments. Especially if you play sneakily. Gathering resources, avoiding Arc (and even players), and safely making it out.
