With added info and surprising cooperation from the council (you guys), Kushala Daora is placed in Untamable.

Now we move on to a classic of the franchise, the Old Mountain Dragon, Lao-Shan Lung. They are known to periodically migrate for unknown reasons. Its migration path often crosses through settlements, requiring the construction of defensive barricades to defend against the dragon. Repelling or slaying a Lao-Shan Lung is no easy feat, as it requires the use of heavy artillery, Dragonators and teamwork. As such, fortresses have been built along the known migration paths of Lao-Shan Lung in hopes of redirecting it away from towns and villages. It is hypothesized that the Lao-Shan Lung spends most of its time in dormancy, only awakening under certain conditions, due to the extremely long process of forming its shell. Despite the devastation it causes, Lao-Shan Lung are docile and are said to seldom attack other creatures. There was a report that a Lao-Shan Lung had appeared when a large mineshaft was built on the side of a mountain, but rather than acting aggressively towards whatever disturbed it, it simply ventured further underground. Even during its crossing through settlements, as ballista ammo and canons are fired into it, it only attacks the barricades that block its path.

There also exists a subspecies of Lao-Shan Lung, distinguishable by its ashen gray armour shell. Just as the red-shelled species is mysterious and poorly researched, so too does the Ashen Lao-Shan Lung remain enigmatic. Besides the altered colour of the shell, this dragon appears identical to their relative, being an enormous wingless monster that tramples fortresses and settlements as they wander the lands for unknown reasons.

With all that in mind, I would say Lao-Shan Lung is another Wild but Peaceful Elder Dragon, as while it actively avoids conflict, it is too damn big for any form of proper domestication. But that's just me, so feel free to suggest otherwise if you have a compelling argument.
