Good Price for Turnkey 24kw Generac?

Is this a good deal? 72101 24/21 kW AC Generac HSB Generator, 200 SE ATS. Includes all labor, materials, GenPad, cold weather kit, town building permit, utility notifications, and 3rd party electrical inspection. Easy install as our NG and electric meters would be very close to the generator. Total cost: $14,500 in upstate NY. Good deal? Thanks for any info.
