I've always wondered if it is the womans job to make sure she orgasm?

This is written with heterosexual sex in mind as it's the only kind I've had. But my question, I can't have an orgasm without outer stimulation. But through all my years with different encounters ( now married ) the focus on the clit has never been good/long enough EVER. So it is normal during sex that the woman touches herself? I've always seen that as weird, and it has been a question I've always wanted to ask. To be fair, I don't even know if this is right to ask here, but I would love to hear your thoughts
