Can't figure out Emboss, help please!

So maybe (probably) I'm the idiot, but man I cannot figure out this emboss tool.

I am trying to emboss a profile all the way around a part. I have measured the outer perimeter of the body, but it will not emboss all the way around. To test where abouts it stopped embossing I drew a quick bar graph lookin thing pictured. It wont emboss the perimeter, nor even close, it's almost a quarter of the body that it is neglecting.

Does anyone have any advice or pointers. This is a simple body, but I'd like to move on to more complex shapes with more curves later on.
