Game running like crap on decent PC

I just downloaded the game, and did all the secure boot stuff that I needed, but for some reason, the game overall looks and runs like absolute dog shit?

My PC is running a GeForce RTX 3070 Ti, 1TB SSD (also another 2TB hard drive), 32 gb of ram, and Ryzen 5 processor.

Anyone have any suggestions as to what is limiting the game/ why the game looks so poor out of the gate?
