Why do people seem to prefer the Watts 4 Dinner shield over other shields that can roll with amp?

Is it because some classes/class mods have a more difficult time generating Overshield, so the perk Overshield Eater is desirable? I'm running a Teen Witch Vex, so I almost always have an overshield; could I just use another amp shield with a different perk and be just as effective as using a Watts 4 Dinner with the same amp bonus?
