Question about Mataneo and Judh

I just unlocked these two today and I haven't gotten the chance to use them just yet. I'm curious about their abilities and whether it's a good idea to invest in their actives/passives or just the active or just the passive ?

Is this an Aleph 0, Bella and Eldryon situation where one of their abilities is the one you want to prioritize investment in over the other ability ?
