Where would Team Rainbow (Rainbow Six Siege) scale in The City (Project Moon)?

The playable characters of Rainbow Six Siege are teleported to The City. Would they last long enough to make an impact, or would they get immediately wiped out?

Rules:

• Every playable character in Rainbow 6 Siege up to Rauora (so no Denari or any future characters added after this post) will be considered.
• Team Rainbow immediately becomes a Fixer Office stationed in District 23 (W Corp.).
• Any technology that violates The Head's rules (e.g. firearms that can penetrate building walls) will be confiscated immediately but replaced with more acceptable versions (e.g. firearms that cannot penetrate building walls).
• The City is as it is at the end of Canto 8 in Limbus Company.
• Team Rainbow is allowed to read the lore of The City presented in the Limbus Company loading screens (except for the Golden Boughs) and is also given a brief overview of the Sweepers (so as not to die immediately to them). Any other information about The City must be gleaned by themselves.
• Team Rainbow may recruit and train unnamed characters.
• If anyone among Team Rainbow dies in The City, they die permanently unless they are able to use their own or The City's technology to revive themselves.
