Auto insurance- submit claim or not?

We have USAA for auto. My daughter hit a curb on accident (something was in her eye), and it blew out a big hole in her tire. Since she as on the way to class, and the teacher doesn’t accept unexcused absences, she kept driving on it. The repair shop called and said I might want to submit an insurance claim. Question is, can I submit a claim if she kept driving on it and making it worse? The damages are pretty extensive. I’m waiting for an out of pocket quote however expecting it to be pretty high.
