Paladin Hardin and Veronica

When placing Paladin Hardin as elder for "Still in the Dark", Veronica's quest still continues? Why? I thought Paladin Hardin was opposed to being isolationist? And Veronica is as well. So I don't understand. I'm a bit slow with these characters so please explain
