Canada Life Dependant Question

Hello -

I work with MCFD and have insurence through work with Canada Life (im not sure how it works and if everyone has the same insurance in the public service??)

Could I claim my mother-in-law on my insurance as a dependant? She is retired... she has a husband but he also retired this year and his insurance is not very good. My husband is with Blue Cross - could he claim her if I cannot?
