my 1% fps keeps going down and up, from 180+ to 20 and stutteering

My 1% fps keeps going down and it makes my screen tear and also stutters alot, Dont say the basic things like did you download drivers, of course i did, i downloaded everything yet in every game i play the game feels weird stuttery and latent,

my specs are:

RTX 5060Ti 12 vram

32gb DDR5 ram Corsair

i use a kingstom NVME ssd

CPU is I5 14400F

this is very annoying and i tried looking for fix but havent found one, latency happens when i limit my fps to 60 and screen tearing and stuttering happens when i unlimit it,
