Can anyone explain the "double pay check" thing to me?

Is it only me or the whole "Visi is also working for us" thing Shroud said is very confusing? I mean, she literally blew up Shroud's mech and made a "fxxk u" gesture to him just a few moment before, why did he still trust Visi and even didn't foresee her killing him at all?

The only explanation I can think of is that Shroud is actually lying. He said that on purpose to destroy our trust on Visi and also to mock her being, well, "incapable of good". That's why the goons only give gears to Visi after that. Also Shroud anticipated Visi to become a villain again after "being embarrassed" but he miscalculated how much she always wanted to be a hero (and loved Robert). What's your theories guys?
