[TOMT] Book about resistance tactics employed against regimes like the Nazis

I want to say it may have been a Slovenian/author from the former Yugoslavia that wrote it but I could be wrong about that. The first few paragraphs started talking about France being invaded by Nazis and how French people systematically did poorly at their jobs in order to slow the Nazis down while overtly complying. Anyone remember what this might have been? I'm sure many books cover similar material and those recommendations are welcome, but this particular one seemed to be about how to generalize that to other totalitarian regimes including those of the Soviet bloc.

Thanks for any help you can offer.
