[TOMT] Its an Anime 2 guys are like lost recovery specialist.

I kind of only remember the first few episodes. But its 2 guys 1 has spikey blonde hair and can do that Itachi genjutsu thing and the other guy has electric powers. The first few episodes was them helping a girl who took a shortcut home, went down an alley saw a cat and took pictures of it but accidently took photos of a cop accepting money from the mafia and runs away and ends up dropping a little cat toy which later she goes to the 2 guy and ask for help to recover he lost cat toy. i think it came out 2010s 1990s
