Is Park Planet the government?

We've never seen any sign of some kind of government that didn't involve the park company, and all of the characters treat it like they have more than just money. They treat it like they have political power over them. Orville also calls Gwen the monarch of Park Planet, which could just be a marketing thing, but it's still worth mentioning.
