Monitor turning on and off, doesn’t happen on Xorg or Windows

On Hyprland/Wayland with CachyOS, the screen turns and and off over and over again, even at 60 Hz it still flickers, just less often. It also happens in text-terminals and at the login screen, though not as frequently, especially when there is less going on in the screen (colors, movement). Meanwhile, Xorg runs perfectly with zero flickering, and Windows also has no display issues at all.

Things to note are that when I first installed it, it didn't have this issue, but after setting my applications and config up, it started having this issue.

I've confirmed that the GPU drivers (for my 9060xt, so AMD) are installed and is active. My monitor is a VG420Y with connected to my GPU with HDMI.
