Need to bend 1-1/4" fence top rail

I'm finishing a fence in my yard and because of the grade up to the house I have to bend a couple of the top rails about 20 degrees ot so. Nowhere I've checked in town has a conduit bender bigger than 1". Has anyone on here got any suggestions for maybe somewhere I can take them or someone I can get to bend them?
