My manager is rejecting my PPTO and PTO

Hey,

I had a family trip and requested some days off this week, they were approved by my manager.

I didn’t request this Saturday off because it was supposed to be my normal off day, but a new manager changed my days off and scheduled me to work.

I have enough PPTO and PTO to cover but when I submit the request he rejects it.

Is this normal?
