Crafting a sledgehammer

Hi! Does anyone ever crafted a sledgehammer? I have the recipy. I came all the way to blacksmithing lvl 8 for it and now seem to stuck. Can't craft Pierced steel ingot myself, nor I can use the standing metal drill in shops? Does anyone were able to use them? I tried few places and even used debug mode - no success. I can't also find any evidence the anyone ever crafted it, on Reddit. So please, enlighten me
