Where can I take the PE? And would I need FE before PE?

I have a master's in Civil Engineering with a Specialization in Transportation Engineering. I worked in the US for 3 years after my graduation and then had to come back to India for work because of some Visa related issues. I want to take PE now so that I can go back to the US. I have the below question(s):

1. Can I take PE in India? If not, where can I take PE outside the US but nearest to India?

2. I have graduated from an ABET accredited university (both bachelors and masters). Do I need to take FE before I can appear for PE? What I essentially want to know is should I focus on PE or FE? Since I am already from an ABET accredited university doesn't it make sense to move directly to the specialized PE rather than doing FE?
