2025/26 SVNS format question

Sorry if this has been explained elsewhere and I'm hoping I am not reading correctly. I am trying to unravel World Rugby's latest new competition format for sevens, which they describe at this link

If I am reading correctly, there is a Division 3 that will play a single tournament in January. The top two teams will qualify to a 6 team Division 2 that will play 3 tournaments across February and March. The top 4 teams from that join the 8 Division 1 teams for three tournaments in a "Championship" series from April to June.

Everything else aside - if the Championship series is the 8 Division 1 teams + the top 4 Division 2 teams, doesn't that mean the 6 Division 1 tournaments being played from November through March have zero stakes, as all 8 teams are progressing to the Championship series regardless? It seems to me that they are playing six tournaments just to maybe set up seeding in the final three tournaments.
