Replaced bellows

I recently bought a west german cuckoo clock with shredded bellows-- everything else works. When I installed replacement bellows, they sound good, but the weight of the pinecone doesn't seem to be enough-- only works when i pull on it. I think I have the right weights. What am I missing?
