Need help with making a stat blocks

I need help making a stat blocks for a creature called eligor. He’s a knight clad in red that rides a black steed. He also mainly uses fire skills (Look up eligor persona for a better look) I need help making a stat blocks for him because I have no idea how to start making one. Also some advice on making stat blocks would be nice. Thank you
