Was Dumbledore bad all along?

As Snape said, Dumbledore raised Harry like a pig for slaughter. However, we never know if Dumbledore knew Harry wouldn't die. I have a great argument to support this. When Harry got the Resurrection stone all of his loved ones and special friends appeared. Where was Dumbledore though?
