Is there a master for a locked lugnut?

I brought my 2022 XLT Maverick in for an oil change and to rotate the tires. about an hour went buy and I realized I forgot to take out my lug nut key for my wheel locks. Right after I remember this the service guy comes up and says the truck is all set. I ask him how did they do the tire rotation without my wheel lock key. He hesitates and says oh they must have used the master key. I tell him the last time I was in there when I bought the car used I didn't even know I had a wheel lock. They came out and asked me for the key. Now this guy is telling me they have a master. Did I get charged for rotating tires they did not rotate?
