Intel cpu stuck in 0.80 ghz

Hello everyone, I have a problem. One day my CPU stayed at 0.80 GHz. I tried almost all the solutions available, but it's still there. The CPU consumes 70 watts and stays at 0.80 GHz. I reset the BIOS and updated the BIOS, but nothing changed. When I go to the BIOS, I see that the CPU clock is at 2.4 GHz, but once it boots into Windows, it stays at 0.80 GHz.
