No. 1 cause of death; Frame drops

My PC can run this game at a smooth 60 FPS, but the second I get shot at, I immediately start dropping frames like each bullet if going directly through my GPU in real life. What is with this awful optimization? Do I have a setting on that’s getting me killed in every single gunfight I get into?
