Need help with FreeCad and quick design change

I am not proficient at all in any autocad tools. I need to create 4 more holes in this design, 38 mm from the right holes, center to center. Any other free tools I can achieve this? FreeCad didn't cut it for me :) I do have the .step source design file

Suggestions? Ideas? Help :)
