# 1. Crop Diversification and Centralized Policy Control

A major theme is the failure of crop diversification in Punjab, despite long-standing recognition of its need (since the Dr. Johl report 25-30 years ago).

* **Central Control:** Although agriculture is technically a state subject, the central government (Government of India) controls all major agricultural policies and inputs, including seed control orders, fertilizer subsidies, pesticide approvals, and GST on tractors.
* **Government Needs vs. State Needs:** The Government of India prioritizes securing the national food kitty, often compelling Punjab to grow rice/paddy, even though the state itself doesn't need the paddy produced. Evidence of this pressure includes letters written by central leaders (like Sharad Pawar) asking the state not to diversify, despite earlier encouragement to do so.
* **Economic Constraint:** Farmers are compelled to continue planting paddy (rice) because it provides an **assured price and assured income**, which is lacking in substitute crops. The central government spends approximately ₹72,000 per acre on rice production in Punjab. If assurance was provided for other crops, diversification could occur in two or three years.
* **Logistics and Waste:** Currently, the need for Punjab's paddy is low. Proper transportation is not occurring at procurement centers, and **10% of food grains are rotting due to unscientific storage**, equating to destroying hundreds of crores of Rupees worth of food annually. Despite full granaries, 30 crore people in India do not get three meals a day, and the problem is one of affordability, not availability.

# 2. GM Crops, Seed Monopoly, and Research Funding

* **Corporate Monopoly:** Opposition to GM crops stems from the belief that corporate entities seek to establish a **monopoly over seeds**. GM technology pushes farmers toward corporate entities because all seeds for GM crops are produced by multinationals, often featuring terminator technology requiring annual purchase.
* **Loss of Traditional Seeds:** The adoption of GM crops, driven by the lure of higher yields ("lalach was"), has led to the abandonment of traditional seeds that were better for human consumption and health.
* **BT Cotton:** While some argue that the BT Cotton experiment failed, one perspective is that its **management failed**, not the technology itself. Problems arose with pests like whitefly and mealybug, which were controlled in subsequent years. However, the Government of India began fixing seed prices in 2015, which companies saw as non-profitable.
* **Research Funding:** There is a strong consensus that **research funding (at institutions like PAU) has severely decreased**. Insufficient funding prevents PAU from producing good quality seeds tailored for local health requirements and high yields. In contrast, corporations have unlimited funds, enabling them to hire away top scientists with high salaries, thus driving the shift towards GM seeds. Conventional and maintenance breeding (retaining the quality of established varieties) should be funded, as it can still lead to good yields.

# 3. Environmental and Health Crisis

A grave concern is the ongoing environmental crisis, particularly regarding water and health.

* **Water Depletion and Contamination:** The underground water table has been severely depleted. The next layer of water being accessed contains **lead, nitrates, and arsenic**, making the water unfit for drinking or irrigation.
* **The Cancer Crisis:** This polluted water has resulted in Punjab becoming "cancerous". Daily cancer deaths in Punjab escalated from 10 in 2003 to 60 by 2013, and now the number has crossed 100 daily. It is feared that if this speed continues, the entire state will be cancerous in two years.
* **Pollution from Industry:** There is strong opposition (including protests/dharnas) against the installation of certain industrial projects, such as bagasse plants, which cause pollution (flies, odor) over long distances. These projects were approved based on engineering studies but lacked medical or health-based studies.
* **Free Power and Water:** Free power is seen by some as the only direct benefit farmers receive, but it contributes significantly to water depletion, with over 80% of irrigation blocks being categorized as extracting more water than is replenished. Policy attempts to meter use or charge larger farmers have been unsuccessful. Solarization is suggested as an alternative, but the government is slow to adopt it.

# 4. MSP, Procurement, and Financial Instability

The effectiveness of price support mechanisms is questioned due to implementation failures and financial issues.

* **Guaranteed MSP:** Farmers demand a legal guarantee for MSP because simply fixing the price is useless if the government does not procure the product at that rate. For example, moong dal's MSP is around ₹8,600 per quintal, but it sells for ₹5,500 per quintal. If procurement were guaranteed, farmers would plant moong, which also reduces costs and risk by leaving nitrogen in the soil.
* **Deficiencies in Support Schemes:** Price Support Schemes (PSS) contain restrictive provisions, such as limiting the purchase of crops like mustard to only 25 quintals per farmer per day. This requires a farmer to spend multiple days in the *mandi* (market) to sell their stock.

# 5. Farmer Movement and Political Dynamics

* **Water Fight Priority:** The speaker B.S. Rajewal emphasized that the immediate priority must be the fight for water, as this is essential for human survival, even more so than the fight for MSP.
* **Internal Division:** There is concern that the strength of the SKM (Samyukt Kisan Morcha) is divided and being weakened by internal forces, including Leftist groups and other elements with vested interests.
* **Relationship with CM:** The current Chief Minister (CM) is considered a protégé of B.S. Rajewal, who helped bring him into politics. Despite this, the CM avoids meeting with Rajewal, although he sends ministers to seek advice.
* **Refusal of CM Post:** Rajewal revealed that he was previously offered the post of Chief Minister by the Aam Aadmi Party (led by Kejriwal). He rejected the offer because certain Leftist farm unions disagreed with the decision.

**Note:** *RSS/BJP will try to flood this post saying that 3 "black" farm Laws were solution to all this. On the contrary, it’s been shown that those laws would have made farmers far more vulnerable to corporate buyers, weakened MSP and mandi safeguards, and accelerated the loss of land and bargaining power for small and marginal farmers. So, please ignore and report those comments.*
