If a 5-month past due Visa is assigned to a collections agency, if the card is paid in full, can the customer re-use that card?

Debt

My GF has a $8000 Visa owed to Scotiabank for 5 months. She lost her job, and was unable to pay it. Now, she can pay it. It's with a collections agency who is saying if she pays it in full, she can continue using it. It's still open on the Scotiabank online platform.

The collections agency is saying she can still pay it directly via Scotia online.

When she calls Scotia, they have told her that the account is "frozen", not closed. They can't answer for the agency as the file is now "with them". He did confirm however, that there are instances where the collections agency can send the file back to Scotiabank upon receiving payment where the account can be re-utilized.

The only thing thats weird is this morning they e-mailed a settlement offer of around $5,000. I assume there is no way she'd be able to re-use the card if Scotia settled it partially.

Any thoughts? Thanks
