Performance mode carbon fiber shadows bug

For over a month now I have not been able to find a solution to this. It is highly distracting during gameplay(I have no screen capture software installed or I would upload a video) It causes so much movement all over my screen because of the carbon fiber looking filter moving around all over everything.(trust me it is much worse that the screenshots make it out to be..) The gameplay itself is fine and the issue goes away when I switch out of performance to 11 or 12 normal mode. I have tried everything and I have a 9070xt and 9700x. I experience no issues with any other game whatsoever and and play many non competitive games on the highest settings smoothly with not a single visual bug of any kind. Average 700fps in fortnite regardless of mode. I have also played around with every amd adrenalin software setting imaginable, I now have came full circle back to everything off so I know it is not my monitor or software. It has to be within fortnite itself. Any suggestions welcome I am at the point that I cannot continue to suffer through dx11 or 12 mode I cannot edit or build half as quickly it's like playing the game under water to me, I'd just like to see clearly again 😢
