Question about Annexation

Is the max amount of benefit for cultural influence v cultural tradition 50%? I have roughly 2 times more cultural influence than any other culture in the game, and roughly 2.5x over the target cultural tradition. The issue is, I feel like no matter how much more I increase my cultural influence, it stays as only a +50% boost. Is that right? Is the most you can do +3 a month?
