Best way to deal with jets camping air spawn?

Not sure whats been going on recently in this game but ive been getting an insane amount of games lately with someone level 150-200+ camping our teams air spawn in the stealth jet. I mean i guess im not good enough in dogfighting to counter but what are some ways this can be dealt with? Ive tried the stinger missile but it doesnt work too well and the aa tank isnt always available
